PILLAR 2

Foundational Family Support

This Pillar aims to enable children to remain safely within their families by empowering caregivers to identify, address, and reduce risk factors. These interventions enhance key protective elements such as responsive caregiving, caregiver resilience, social support and connections, access to essential services, and children’s social and emotional competence. Strengthening these areas equips caregivers to build and maintain supportive social networks, contributing to a more stable and nurturing family environment.

The Active Family Support model

A

Appropriate – cultural, social and economic context of each family and community

C

Community – involving formal and informal community actors

T

Targeted – tailored to each family’s specific needs

I

Independence promotion of self-sufficiency among families, reducing dependency on external aid

V

Value – Cost effective interventions that provide high quality support, ensuring optimal use of resources.

E

Effective – keeping children with families whilst improving their wellbeing

A cornerstone of OCV’s new approach is the adoption of the “ACTIVE” model, introduced by HHC. This evidence-based intervention supports children at risk of separation or already in institutional care by working directly with their families to prevent breakdown and promote safe reintegration.

The model enables families to address immediate shocks and underlying vulnerabilities that threaten separation, while keeping the child at home. Support includes financial assistance, life skills training, and social reintegration measures, ensuring families are stabilised and reconnected with their community.
